Maker marked on the ring "60" which stands for Katz & Deyhle from Pforzheim.
The medal was given from 1938 by A, Hitler and was designed by Egon Jantke from Berlin. The 2nd level was awarded to people who did a great job in air raid protection in Germany after January 30, 1938
