This is a good example of the transition period. The DRA badge was replaced by the DRL badge first without Swastika and then with Swastika in later time.

The document is used to write yourself in for the award. It keeps track of your accomplishments and it has the certificate with which grade you have acquired. Also with an optional document to continue for silver and gold.
